Biography

INOUE Toshitake has been Deputy Director-General (Corporate Disclosure, Accounting, Auditing and Governance) of the Policy and Markets Bureau of Financial Services Agency (FSA) since 2020. In his capacity, he is in charge of promoting corporate governance reform in Japan. He led the FSA’s work to revise Japan’s Stewardship Code in March 2020 and Japan’s Corporate Governance Code in June 2021. He is also responsible for supervising the corporate disclosure system in order to encourage dialogue between investors and companies, and reviewing the accounting and auditing systems for ensuring public confidence in Japanese capital markets, and has led the policy making in those areas nearly 10 years in total.

Mr. Inoue graduated from the University of Tokyo with a degree in law and started his public career at the Ministry of Finance in 1991. When he was the Director for International Accounting of the FSA in 2012, he worked with IOSCO, IFIAR, and the IFRS Foundation Monitoring Board. He became the Director of the Securities Business Division of the Supervisory Bureau in 2014, the Director of the Insurance Business Division of the Supervisory Bureau in 2015, the Director of the Credit System Office of the Planning and Coordination Bureau in 2016, and the Director of the Corporate Accounting and Disclosure Division in 2018.

He also worked as Financial Attaché of the Permanent Delegation of Japan to the OECD (1999 to 2002) and Advisor in the Monetary and Capital Markets Department of the International Monetary Fund (2009 to 2012).
